I am not aware of how to transcode clips in a third-party mobile app. Note: if you edit with Rush solely on mobile devices, the above advice does not apply. This advice I wrote above would be the same for Premiere Pro editors. In that case, I'd recommend choosing an editing codec. And even with a constant frame rate, some will struggle with that codec especially underpowered computers. That said, even pro cameras shoot H.264/HEVC clips. Now you see a good reason to invest in a professional camera system. It saves you a lot of trouble and actually saves you time in the course of an editing session. Media optimization is a vital step I used to teach in my editing classes before I came to Adobe.
